My guess: Banh beo chen in Vietnam. Vietnamese (Hue) glutinous rice cakes with shrimp.
Thai perhaps?
My guess is that this is a trick question, and you aren’t as far away as we think. I’m going to guess Vancouver, although I have no clue what the dish is.
I have no idea, but I like FMed’s guess.

It looks like rice porridge topping some fried veggies..
I guess the small bowl in the middle of table, containing soy source with spcy green papper.

I think its thai!! Fried rice, but chilli with fish sauce in the middle for definite.
